Silver Lifesaving Medal: On June 23, 1930 the U.S.S. PITTSBURG was at anchor in the outer harbor of Tsingtao, China. At about 12:30 A.M. the last liberty boat returned to the ship containing among others, a number of marines. One of the number, private Lloyd C Jenkins U.S.M.C. was leaving the motor launch when a sudden lurch of the boat threw him over the side. It appeared that he struck his head on the gangway in falling. At the time the sea was rough and the motor launch was striking the gangway with force. The man had fallen between the boat and the gangway and was in great danger of being crushed. Corporal William A. Goodoff, without regard for his own safety, jumped into the water between the boat and the gangway and brought the already submerged man to the surface. Corporal Goodoff had to dive under the surface in order to bring up private Jenkins. He held private Jenkins up with one arm and with his back to the gangway fended the boat off with the other and kept Jenkins afloat until shipmates pulled both men from the water. Jenkins was then taken to the quarter-deck and given attention. It is considered that corperal Goodoff displayed excellent judgement in this case and an utter disregard of his own safety in saving his shipmate from drowning.
